Are hospice and home-health nursing a part of population-centered nursing?

Many nurses believe that hospice and home-health nursing are focused on the individual and it therefore should not be considered a part of population-centered nursing. Other nurses argue that hospice and home-health nursing both focus on the family, take place in the community, and should be considered a part of population-centered nursing. Are hospice and home-health nursing focused on the individual, family, or community or on all three? Are hospice and home-health nursing a part of population-centered nursing? Why or why not?
